Tech Insights: Network Scanning Without a SIM

For reliable mobile network analysis, it is often helpful to assess network coverage even without an active SIM card. Our measurement devices use the network scan functionality of the integrated modems to detect available cellular cells and read out technical information.

Network Scanning via AT Commands

This functionality is based on standardized AT commands provided by the respective modem manufacturer:

  • Telit modems use the command: AT#CSURV

  • Quectel modems use the command: AT+QSCAN

These commands enable a detailed scan of available networks – even without a SIM card.

Scan Duration and Results

The time required for a network scan varies depending on the modem type and the supported radio technologies (2G, 3G, 4G, 5G). A full scan, independent of the mobile operator, typically returns:

  • The best receivable cell per frequency band and provider

  • The corresponding Cell ID and other technical parameters

Limitations & Benefits

A SIM-less network scan does not replace a full network registration. It cannot guarantee that the device would be allowed to attach to a detected cell, due to potential access restrictions or network prioritization settings.

Nevertheless, this method offers clear advantages:

  • Overview of available providers, used technologies (e.g., LTE, NR), and active frequency bands

  • Validation of modem and scan configurations
